Stand for Her Land (S4HL) Campaign in Ethiopia
A Five-Year Journey of Transformation (2022–2026)
Stand for Her Land (S4HL) Ethiopia is a national campaign working to ensure rural women can own, access, and make decisions about the land they cultivate. Launched in 2022, the campaign addresses the gap between progressive land laws and the everyday realities faced by women at community level. The campaign has grown from a nascent movement into a powerful national force advancing gender justice. As we enter our fifth and final year in 2026, our mission remains unwavering: to dismantle the systemic barriers that prevent rural women from owning, accessing, and making decisions about the land they cultivate.
Through a strong coalition of 25 civil society organizations, S4HL Ethiopia combines policy advocacy, community mobilization, media engagement, and legal support to advance Women’s Land Rights (WLR) across the country.
From Launch to National Movement
The S4HL Ethiopia journey began with a landmark convening on January 31, 2023, in Addis Ababa. Habitat for Humanity Ethiopia assumed a facilitating role, bringing together 31 representatives from government, academia, and civil society.
Since then, the movement has evolved into a strong, inclusive coalition of 25 local civil society organizations (CSOs)—including organizations representing persons with disabilities. Guided by approved bylaws and a 7-member Steering Committee, the coalition provides strategic leadership to ensure Women’s Land Rights (WLR) remain a national priority.
Our Approach: Bridging the Implementation Gap
Despite Ethiopia’s progressive legal frameworks, a persistent gap often exists between national policies and village-level realities. S4HL Ethiopia addresses this challenge through a proven “success formula”:
- Gender-Transformative Programming: Tackling the root causes of gender inequality rather than surface-level symptoms.
- Dual-Track Advocacy: Combining top-down policy engagement with bottom-up community mobilization to challenge restrictive social norms.
- Strategic Partnerships: Working alongside women’s rights–based organizations, media outlets, and traditional and religious leaders to amplify impact.

Five Years of Impact
As the initiative reaches its culmination, S4HL Ethiopia has delivered measurable, nationwide results:
- Mass Media Reach: Radio and television advocacy elevated the WLR agenda to an estimated 90+ million people nationwide.
- Legal Reform and Implementation: Revisions to rural land administration proclamations at the federal (FDRE) and Oromia regional levels have been cascaded locally—strengthening women’s land ownership, access to credit, and decision-making power.
- Capacity Building: Technical support provided to 25+ CSOs on advocacy, leadership, gender responsiveness, and coalition building—sparking locally driven movements.
- Community Engagement: Thousands of community members reached through legal literacy initiatives, promoting women’s land rights and joint land titling.
- Legal Aid and Justice: In partnership with the Ethiopian Women Lawyers Association (EWLA), 1,000+ women received legal support across multiple regions.
Year 5: Securing a Lasting Legacy
In its final year, S4HL Ethiopia is focused on sustainability, institutionalization, and long-term impact. Key priorities include:
- Regional Expansion: Completing the cascading of regional land proclamations to ensure equitable implementation nationwide.
- Social Norm Transformation: Deepening engagement with traditional and religious leaders to close the implementation gap.
- Resource Mobilization: Securing future funding and partnerships to keep the coalition active beyond 2026.
- Knowledge Management: Finalizing an Evidence-Based Advocacy Toolkit grounded in the lived realities of rural Ethiopian women—serving as a blueprint for future movements.
